Bank of Uganda (BoU) Latest Jobs: Recruitment for Various Job Positions

EXITING JOB ANNOUNCEMENT:

Bank of Uganda (BoU) seeks to recruit suitably qualified, self-driven, result-oriented and motivated individuals to fill the following vacancies existing in the Research Department.

POST TITLE:   HEAD, POLICY ANALYSIS AND DEVELOPMENT DIVISION (1 POSITION)

RANK: DEPUTY DIRECTOR/ASSISTANT DIRECTOR.

REPORTS TO: DIRECTOR, RESEARCH DEPARTMENT.


MAIN RESPONSIBILITIES: 
  • Advising Director Research on appropriate policy strategies related to macroeconomic management in Uganda; 
  • Ensuring that the Division regularly advises on monetary, financial, external and real sector policy issues, and those areas of structural policies that may affect the conduct of monetary policy; 
  • Accountable for the policy and technical aspects of the Department; and, 
  • Assist the Director in the day-to-day administration of the Division, including assignment of duties to staff within the division.
MAJOR ACTIVITIES:
  • Ensure that the Bank’s monetary policy is formulated within a well-coordinated Financial Program from month to month; 
  • Advise on the Financial Policy aspects needed for the effective conduct of monetary policy; 
  • Ensure that there is an acceptable Framework of the Monetary Program for Uganda from time to time, which can be negotiated with the Government of Uganda, the World Bank and International Monetary Fund Missions to Uganda; 
  • Advise Director Research on harmonizing monetary and financial policy with fiscal policy; 
  • Represent the Bank on the Government Cash flow Committee; the Balance of Payments working Group; and the Macroeconomic Monitoring Committee; 
  • Closely monitor and advise on potential areas of harmonization of monetary, financial and external sector policies with member countries of Regional Economic Blocks to which Uganda is a member, multilateral agencies and other bilateral agencies; 
  • Advise the Director Research on trade policy issues that are likely to affect the balance of payments position and overall macroeconomic management; 
  • Regularly advise on macroeconomic policies and developments in other regional partners that may affect the overall macroeconomic policy environment in Uganda and the regional integration agenda; 
  • Ensure the implementation of decisions made by various regional integration organs, continuously monitor and review the progress of implementation of past decisions, and facilitate the coordination and dissemination of information within the bank, and between the bank and line ministries, ministries responsible for regional cooperation and the regional Secretariats; 
  • Represent the Bank as an alternate member in local preparatory and coordination meetings with government line ministries and other stakeholders and in other regional fora; 
  • Deputize and/or assist the Director Research on the policy and technical aspects of the Department; 
  • Ensure that the policy aspects of the monthly, quarterly, and annual reports of BOU are presented in a coordinated manner; and,
  • Pursue other work arising from own innovation and any other duties prescribed from time to time by the Executive Director, Research and the Director, Research.
MAIN OUTPUTS:  
  • Policy oriented papers for senior management, covering weekly monetary trends, monthly and quarterly monetary and banking developments, and policy recommendations based on trends in current and prospective monetary trends and developments; 
  • Policy advice reports to BOU’s management on developments and policy prescriptions regarding macroeconomic management in Uganda; 
  • Policy-oriented research papers on monetary policy and financial sector policy, regional integration and trade policy issues and any other aspects of structural policy that are pertinent to macroeconomic management in Uganda; and, 
  • Summaries of seminars and debates organized by the division in the area of monetary and financial policies.

EDUCATIONAL QUALIFICATIONS, SKILLS & EXPERIENCE:
  • A PhD in Economics with a bias in Macroeconomics;
  • At least four (4) years of relevant working experience in academia or a research based institution; Must have published at least two (2) articles in reputable journals;
  • Should be between 35 and 45 years of age;
  • Computer literacy; 
  • Good analytical and policy oriented report writing skills; and, 
  • Good interpersonal relations.

POST TITLE:   PRINCIPAL BANKING OFFICER, RESEARCH DEPARTMENT (2 POSITIONS)

RANK: HEAD OF SECTION (SPBO/PBO)

REPORTS TO: DEPUTY DIRECTOR/ASSISTANT DIRECTOR

MAIN RESPONSIBILITIES: 
  • Provide timely and reliable information and analysis of the developments in the economy to Director Research, Executive Director Research and other stakeholders; 
  • Monitor developments in the macro-economy to ensure consistency and coordination between monetary and fiscal policies;
  • Undertake empirical research and produce macroeconomic forecasts to inform policy and forward looking monetary policy framework; 
  • Provide empirically based policy advice in support of monetary, exchange rate and financial policy formulation; and, Liaise with the Ministry of Finance, Planning and Economic Development (MFPED), other departments within the Bank and other institutions for the proper management of the economy.
MAIN ACTIVITIES: 
  • Initiate basic and applied research pertinent to economic policy formulation and implementation by Bank of Uganda;
  • Prepare initial empirical reports on macroeconomic forecast to inform the monetary policy process. Liaise with various stakeholders and other organizations regarding data required for micro-macro analysis and simulations; 
  • Perform preliminary cleaning, organization and updating of the database; Participate in the production and analysis of short-term early warning and leading indicators to inform the monetary policy process; 
  • Prepare initial policy briefs, background papers and reports for the senior management of Bank of Uganda and Government of Uganda; and, 
  • Undertake any other duties assigned from time to time by the Executive Director, Research and Director, Research.
OUTPUTS: 
  • Macro econometric models of the Ugandan economy; 
  • Policy simulations using macroeconomic models; 
  • Reports of the modeling exercises; 
  • Timely and reliable early warning and leading indicators; 
  • Macroeconomic forecasts; Empirical research papers; and, 
  • Technical policy briefs.
EDUCATIONAL QUALIFICATIONS, SKILLS & EXPERIENCE:
  • At least a Masters Degree in either of the following fields: 
1) Economics; 
2) Statistics; 
3) Econometrics, with a bias against terminal Masters Programmme.
  • A PhD in economics is an added advantage,
  • At least three (3) years of relevant working experience in academia or a research-based institution; and, Must have published at least one (1) article in a reputable journal;
  • Should be between 27 and 35 years of age;
  • Competence in the use of any of the following standard softwares (SAS, STATA, PcGIVE, E-views, Microfit, Mathlab, Gauss/GAMs/Winsolve, and Microsoft Office Tools);
  • Ability to communicate and write effectively in English; 
  • Good analytical and policy oriented report writing; 
  • Good staff working relations; and,
  • Ability to provide positive critiques of research papers in economics.

POST TITLE:   HEAD, ECONOMIC MODELLING AND FORECASTING DIVISION (1 POSITION)

RANK: DEPUTY DIRECTOR/ASSISTANT DIRECTOR

REPORTS TO: DIRECTOR, RESEARCH DEPARTMENT.

MAIN RESPONSIBILITIES:
  • Ensure that there is an acceptable framework for macroeconomic modeling; 
  • Monitor closely and advise on staff in the Division on potential areas of improvement in modeling; 
  • Pursue any other duties prescribed from time to time, by the Executive Director, Research and Policy and by the Director, Research; and, Deputize and/or assist the Director, Research Department on modeling and technical aspects of the Department.
MAJOR ACTIVITIES:
  • To provide empirically based policy advice in support of monetary, exchange rate and financial policy formulation; Undertake long term macroeconomic modeling and forecasting; 
  • Produce high quality empirical research through regular reports and research papers Develop a large macroeconomic model of the Ugandan Economy; 
  • Develop small and medium term models to support the macro models; 
  • Assists the Director Research in the day-to-day administration of the Division, including assignments of duties to staff within the Division; and, Continuous appraisal of work performance of staff in the Division.
MAIN OUTPUTS:
  • Policy oriented research papers for senior management,
  • Large macro econometric model of the Ugandan economy,
  • Small and medium term models,
  • Policy advice based on well specified empirical models of the Ugandan economy,
  • Periodic forecasts of various macroeconomic indicators, including inflation, exchange rates, interest rates and real economic activity,
  • Staff appraisal reports.
EDUCATIONAL QUALIFICATIONS, SKILLS & EXPERIENCE:
  • A PhD in Economics with a bias in Macroeconomics,
  • At least four (4) years of relevant working experience in academia or a research based institution; 
  • Must have published at least two (2) articles in reputable journals;
  • Should be between 35 and 45 years of age.
  • Computer literacy; 
  • Good analytical and policy oriented report writing; 
  • Good interpersonal relations; and, 
  • Good communication skills.
SALARY/REMUNERATION: USD/month
