THE ORGANIZATION:

The World Food Programme (WFP), is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas namely, Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Agriculture & Market Support (AMS) WFP has operations in various parts of the Country. JOB TITLE: Logistics Officer


JOB GRADE: SB4/Min

CONTRACT TYPE: Service Contract

JOB LOCATION:  Moroto

JOB PURPOSE: 
  • Under the direct supervision of the Head of Sub Office, the incumbent will be responsible for the Logistics activities in Moroto and adjoining field offices of Kotido, Kaabong & Nakapiripirit and will be required to undertake the following.
JOB DUTIES & RESPONSIBILITIES:
  • Define strategy within the WFP policies and procedures and ensure effective integration of transport operations; including organising, leading and participating in Logistics Cluster interagency meetings,
  • Provide leadership in specific technical areas of competence, i.e. freight forwarding, rail transport, fleet management, etc,
  • Prepare Logistics work plan,
  • Manage logistics operations including all logistics assets in order to ensure timely and cost effective delivery of WFP cargo,
  • Responsible for all the operational transport matters arising in the region in accordance with the corporate standards, i.e arrange for transport related contracts including agency agreements, implement and administer air operations,
  • Gather market intelligence through market research and networking to improve the knowledge basis in WFP,
  • Ensure effective landside, transport, storage and handling (LTSH) management including project budgetary review and regular LTSH reviews,
  • Prepare the reports for the CCTI,
  • Contribute to project documents, including LTSH computation and other budgetary issues with special attention for Special Operations,
  • Identify, mobilise resources, implement and report on special logistics operations,
  • Ensure that risk analysis/management and emergency logistics preparedness is timely undertaken and adequately reflected in the Contingency plan,
  • Periodically monitor the management of risks and report on any actions taken,
  • Ensure that Logistics Capacity Assessment (LCA) are carried out in a timely manner,
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained,
  • Advise on logistics management and structures and staffing levels,
  • Supervise staff and ensure that all staff are adequately trained in order to achieve high working standards; Develop comprehensive training programs as required,
  • In collaboration with other WFP Offices plan and maintain the commodity pipeline and advise on any needs for commodity reallocation,
  • Responsible for the management of the WFP warehouse, ensure that WFP standard systems are properly maintained at warehouses,
  • Ensure effective food commodity and non-food items (NFI) management, Monitor the quantity of food commodities and NFIs stored, curry out regular commodity physical random checks/inventory of the warehouse and produce regular stocks reports,
  • Ensure that WFP standard waybills are dully filled,
  • Perform other related duties as required.
EDUCATIONAL QUALIFICATIONS, SKILLS & EXPERIENCE:
  • A University degree in business administration, engineering computer science, statistics, economics (preferably transport economics), quality assurance, technical, statistics or management obtained from n recognized institution,
  • At least one (1) year of postgraduate professional experience In one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transom and distribution management gained from a reputable organization,
  • Experience in transport tracking system is desirable,
  • Good knowledge and skills in using MS Office applications,
  • Excellent command of English is vital.
